Loading a setup file results in an error message "Failed to stop the service application. Please wait for a while, and then try again."

Check if Windows services are running.

The following four services need to be running constantly :

　・ASDB Services
　・ASM300 Alarm Services
　・ASM300 Auto Delete Service
　・ASM300ServiceManager

If not, start manually those services.
