Why can't a non-Admin user view the cameras live video or playback on a Failover Server?

Problem Description:
The primary server has failed and the Failover server has taken over. After successfully signing into VI as a standard user (non-Admin) you’re not able to view live and recorded video from the cameras.
This is by design because Camera Properties are the only details being transferred to the Failover server. Permissions are not transferred over. So, non-Admin users will not be able to see Live or Recorded video from the Failover Server.
Note:
A Failover server is not meant to run as a redundant server, but rather to have your cameras moved over to another server temporarily while continuing to record your cameras. The focus should be to get the primary server back up and running.
