Why Won't the Active Guard Server Side Plugin Install - Error 1606

After installing the Active Guard software for Video Insight and then attempting to install the plugin for the server-side, it fails with the following error:
Error 1606. Could not access network location \Plugins.
If you configured a standalone Active Guard (AG) server and attempted to install the server-side plugin on that PC, then you will receive the 1606 error. For Video Insight, this Active Guard server-side plugin must be installed on VI’s IP Server so it can easily distribute the plugin to VI Monitor Plus clients.
