I want to directory mount the i-PRO mini on a plastic panel. Can I remove the mounting seat and screw it directly?

No. The mounting seat also functions as a heat dissipation device, so removing it may affect performance.
If you are installing the product without the mounting seat, the instruction manual (Installation Procedure) states that you must use the specified hardware.
