However, in the case of AI Face Detection, it is limited to 20 out of 100 cameras when installed with a VMS, and up to 60 out of 300 cameras when installed on a dedicated server.

The number of cameras means the number of cameras which AI applications are installed. If you have other cameras that don't have AI application, you don't need to count them.
Also, if one camera where multiple AI applications are installed and connected to i-PRO Active Guard Server, it counts one.
